Conditional Cash Transfer for Education (CCTE) Project

Since 2003, the Conditional Cash Transfer for Education (CCTE) Programme has been implemented for the children of Turkish citizens. In 2017, the Programme was expanded to include children of different nationalities in Türkiye, with funding provided by the European Union Civil Protection and Humanitarian Aid Operations (ECHO) Unit, the US Population, Refugees, and Migration Agency (US-PRM), and the Norwegian Government in cooperation with UNICEF.

The CCTE Project is jointly implemented by the European Union, Ministry of Family and Social Services, Türk Kızılay (Turkish Red Crescent), and the Ministry of National Education.

The Project aims to ensure children's access to school and regular attendance through cash assistance. Payments under the Project were set at 100 TL per month for girls and 90 TL per month for boys from kindergarten to 8th grade; 150 TL per month for girls and 130 TL per month for boys in high school (9th - 12th grade).

The bi-monthly payments made under the Project are conditional on regular school attendance. To receive the payment for the month of school attendance, there must be no more than 4 days of absenteeism in that month (80% or higher attendance rate). Türk Kızılay Community-Based Migration Programmes also carry out the protection processes of the beneficiary children within the scope of the CCTE Project. Child protection offices are established across Türkiye. Within the Project's scope, the processes of identifying absent children, and monitoring their risks in terms of protection, are carried out with sensitivity.

Accelerated Learning Programme (ALP)

ALP is implemented under the CCTE Project, which aims to include Syrian and other nationalities who have been excluded from the education process or who are unable to access formal education in Türkiye. Children who continue their education through the Accelerated Learning Programme can also benefit from the CCTE Project.


As of October 2023, a total of 229 students (122 boys and 107 girls) have been supported under the Accelerated Learning Programme (ALP) with 150 TL per person for one payment period.
