Complementary Emergency Social Safety Net (C-ESSN) Project
The Complementary Social Safety Net (C-ESSN) Project is a cash-based assistance initiative aimed at supporting the most vulnerable groups in Türkiye who are under Temporary Protection, International Protection, International Protection Application Status, or hold a Humanitarian Residence Permit, helping them meet their basic needs.
The C-ESSN Project, fully financed by the European Union, is tailored for individuals with disabilities or those deemed unable to engage in livelihood activities due to various reasons.
Under this project, additional cash assistance is provided to beneficiaries who can demonstrate their full dependency status with a 'Disability Health Board Report' or a 'Special Needs Report for Children (ÇÖZGER)' obtained from authorized public hospitals.
Beneficiary households that meet the project criteria are provided with the KIZILAYKART, and cash assistance is provided every month to enable household members to meet their basic needs such as food, shelter, and clothing in a dignified manner. Beneficiaries can withdraw their cash assistance from ATMs and/or use it for shopping needs through Point of Sale (POS) devices.
The impact of the project on the beneficiaries is monitored through regular monitoring and evaluation activities in the field; decisions on targeting and support amount are taken by the Project partners based on the results of these studies.
Accountability and transparency towards the project donor and beneficiaries is a cornerstone of the C-ESSN Project.
The C-ESSN Project is implemented under the Social Safety Net (SSN) Programme, financed by the European Union. Assistance is delivered through the KIZILAYKART platform in cooperation with the Ministry of Family and Social Services and the Türk Kızılay.
